AN EXAMPLE OF THE TIE BETWEEN CITY HALL AND RESIDENTS
Families and neighbors meet at a kindergarten for music, dancing, cakes that they have made, drawing and games.

City Hall sponsors. You see the tent with "13" in the background. The Mayor came (I arrived too late to hear his speech).
